Normally it would be put over a waterway and lifted when boats/ships came along.

This one is over the Erie canal for rail traffic.

This pair over the Buffalo River also for rail traffic. The one in the foreground (up position) was taken out of service many years ago.

This one over the Black Rock Canal in Buffalo for vehicle traffic.
