Eric, thank you.  Actually, my Ives semaphore (photo #1) I know to be a #302 Ives: see the attached scan of my dad's original 1923 Ives catalog; this is confirmed by Greenberg. The same listing and number appears in the 1926 catalog.

Now that I know what to look for, I was able to find the Ives #109 semaphore with the stepped base pictured in Greenberg.   Thanks!  As you say, it is an earlier version.  Puzzle solved!
