Remember that the PRR Mechanical Department was seriously afflicted with that dreaded "Not Invented Here" syndrome. Even after testing an N&W J Class 4-8-4, they simply could not, and would not, believe the J's spectacular performance.

And the odd thing was the PRR was a huge stockholder in the N&W!
