Why would "Features" have to be reprogrammed frequently?

I have a U30C #935 Lionel 6-28241 which has to have it's features restored frequently. The symptom is that the smoke will not run except while holding down the "R" reset key on the CAB 2. Once restored, the features remain until they randomly don't. Some issue with the radio board? Susceptibility to electrical noise while running? Long term storage? The issue was first noticed after long term storage.
