Trix (Postage Stamp Trains) made N gauge 7.5" radius curves that 4 axle diesels and small steam engines will negotiate. You could also use flex track.

N scale (1:160) is roughly 1/4 scale in O scale, close enough to many park sized 15 & 16" gauge trains, such as those manufactured by Cagney, and the Miniature Train Company.
