Just one point. A 990 base is only required if you intend to use the Cab2 handhelds for command control of engines or layout accessories. If all engines are conventional (or use DCC or DCS), the LCS WiFi module can be used in the "no base" mode to control turnouts, power blocks, lights, uncouplers, etc. using an iPad.
