Need help identifying a Lionel engine | O Gauge Railroading On Line Forum

I am preparing to sell a bunch of my trains, and I have stumbled across an engine that I cannot identify.

The engine is in a box with catalog number 6-18567 labeled Pennsylvania Railroad GP-9. I have never run this engine or ever taken it out of the box. Imagine my surprise when I opened it, and there was a Lackawanna engine in the box. The engine looks brand new with no wear showing. The road number is 951. I have been unable to find any reference to a Lionel GP with road number 951.

Is this a custom painted shell? I would appreciate any help in identifying this engine.
