I just found a vid on You Tube that clearly revealed the secret, so you may disregard this post.
I just bought a 397 coal loader in many pieces. Easy enough to figure out what goes where, except for the spring - What is its purpose and where/what does it hook to??

It hooks up to the red coal bin. So it snaps the tray back after the cam moves the bin forward, resulting in the coal traveling up the bin.
I believe the spring gets attached to the bottom of the Scoop assembly. It returns the Scoop assembly down after the cam action lifts it, which gives it a shaking motion.

Correct. The spring hooks to the bottom of the "scoop assembly" to create the snap action mentioned by TN causing the "coal" to move up the bin to the conveyor.
Thanks, lads. A you tube video can sometimes be worth a thousand words, and the one I watched … well, the guy was an amateur, but a really good one! Normally, I wouldn't even ask a question like this because when I disassemble something, I remember how to reassemble it! But this time, I bought it off da bay, totally unassembled, so …..
