It's called a Dremel Tool.   You can buy insulated rail sections for Fastrack, or simply make them yourself by removing the straps that tie the two outside rails together.  For the ends of the insulated section, just slice the rail with a Dremel cutoff wheel and it's isolated.

You can also remove the pins from the track segments on the end, but this is a bit more time consuming.

I don't remove the straps that tie the outside rails together, I cut them with the Dremel tool as well. That way, a drop of solder restores the track to original condition.
