I'm about to enter the brotherhood of the basement layout.  Will probably be able to swing a 15x5 layout with some additional area for a freight yard.  This is my initial design in Lionel Fastrack.  The lower level is a large figure 8 with locomotive service yard and turnouts for the freight yard.  The upper level is elevated with some bridges.  I have the unlicensed version of SCARM, so couldn't have all track pieces in one file.  Had to break into two and overlay the images.

I would add a connection between the inner and the outer loops.  All the action is on the inner loop.  The only way to move a train between the two is with your hands.

Looking at the SCARM plan at top, you may see two turnouts at the top right.  I do have a later version that includes an O48 loop from top to bottom.  However, there is a pool table in the way and I am debating which takes priority
