The Tower operates but quite often the mechanism does not return. The plunger link (445-64) to the plunger (445-35) which goes into the solenoid appears to be binding on the plate. Should the plunger link be touching the plate assembly?

First thing to check: Is there an eyelet in the hole in the side of the building that the cord passes through?
If not, there is a well known problem: The cord cuts a grove into the edge of the hole, and binds up. The fix is to put an eyelet in the hole. Here is the documentation:

There was an issue with the link on some of them too. This should also be in the document.
The cord is not binding. I'm thinking that something may be wrong with the solenoid.
