The Tower operates but quite often the mechanism does not return.  The plunger link (445-64) to the plunger (445-35) which goes into the solenoid appears to be binding on the plate.  Should the plunger link be touching the plate assembly?

First thing to check: Is there an eyelet in the hole in the side of the building that the cord passes through?
If  not, there is a well known problem: The cord cuts a grove into the edge of the hole, and binds up. The fix is to put an eyelet in the hole. Here is the documentation:
