I can only speculate as to why Lionel wants you to wait until the first week of August. Other than extending condolences, I really don't know what anyone on this forum can do to help you.

According to them, they're still in the process of getting settled in from their consolidation move. Supposed to be back to normal in early August.
I would contact Alex M on the forum he is an excellent Lionel repair shop and might be able to tell you what to check!
I think it'll be raining Alco PA's at Lionel when they get around to accepting warranty repairs, so I suspect things are going to back up for a spell.

John, stopped in the store yesterday and they have another diesel model that is forgetting it's ID as well. I'd guess anything built with that batch of boards will need to go back.

There’s quite a few things that you can do before shipping it back to Lionel. As for the tender scoop smoke , first thing I would do is re program the engine , next make sure the scoop switch on/ off switch is in the on position Now if that doesn’t work maybe you don’t have enough smoke fluid in the units in the tender, remember the fluid has to travel a long way to get to the Units. I would also blow into the smoke fill hole very hard. Quick note scoop smoke only operates while engine is in motion.
Getting to the sounds , first make sure all volumes on the engine and tender are turned up, next with your legacy remote, press the whistle and then press the number 1 key volume up. Next press Aux 1 and then number 1 key. If all of this doesn’t work then it’s best to ship it back to Lionel.
Hope this helps ,
Alex
Lionel's repair and parts department moved into their main location and publically stated they will re open in August, thats why.
Thank you Alex for your advice, I will follow your instructions tomorrow and see what happen
