The lighting circuits are rated to handle three 60ma bulbs, and you don't have to run the LED's at the full 20ma rated current anyway.  For ground and step lights, I'd probably not want them to be blazing bright anyway, since I don't think that would look right.

 

I don't see any issue running nine LED's off one of the lighting circuits.  When I replace the bulbs with LED's, I use a 330 ohm resistor, I get about a 12ma average current to the LED, and it's plenty bright.  The output to the lighting is pulsed DC, so sometimes you may get an odd reading, depending on your meter.  For step  lights, I'd scale them back even more, probably to only two-three MA for each.
