Hi - only one whistle works, looks like a wire connection is missing? I can't figure out where it's supposed to go, can anyone who has one "turn it over" and see for me? Thanks!

I don't have a unit to look at, but it looks as though the solder-lug on the left with your arrow pointing to it has a black wire soldered to it. That could be where a lead wire from the solenoid coil is supposed be attached. One lead from the solenoid appears to be soldered to the lug with a red wire attached to it. Look for a second lead from the solenoid. It could be loose or maybe attached to the chassis of the unit if the chassis is used as ground (Base). Unfortunately it looks as though the visible solenoid lead is from the outer (exit) winding which would mean the other lead is from the inner (entry) -- harder to extend or splice onto. The key is to get that solenoid to fire. It is what creates the "second" whistle sound effect. If the solenoid is grounded to the chassis then try applying power to the red and Base to the frame and see if the solenoid activates. If so, then the available lug might be where a lead wire from a light bulb somewhere in the unit should be attached.
I think that lug is for the light. I don't have the internal wiring diagram, but I have one that works. I'll get some pictures for you.

SGAUGIAN is right, the lug is for the soleniod. Find the other end of the solenoid wire and solder it to that lug.
