It should be 18V. Assuming the meter is accurate try measuring the voltage with a small load, around 1A, and see if it reads closer to 18V. The 15B, 16B and 19B manuals show 16V. The 18B and 30B show 18V. It is possible Gilbert designed this intentionally with the transformers that had two throttles with one core to allow for the voltage drop when two trains were running. Does the fixed voltage terminal also read 19.7V?
