Can anyone explain the difference (year and set name) between the four wheel and eight wheel version of these orange observation cars? The tinplate looks exactly the same but the car names differ. Thanks

It's the difference between a Dictator and an Oriental. 
The lithography is the same and the cars were a baggage, a coach - Paul Revere, and an Observation - Lexington. The 4 wheel versions were in the 1932 Dictator Set and the 8 wheel versions were in the Oriental Set (1927-1929).

The car names depend on which car they cut the ends off to make observation cars out of. Sometimes one can find cars with both names on them (as someone assembled two different sides together)
Here is the Oriental set; with eight wheels. A previous owner of my set added opaque plastic to the windows.

I also have a 4 wheel coach that says Lexington on one side and Paul Revere on the other.
