It's the difference between a Dictator and an Oriental.   The lithography is the same and the cars were a baggage, a coach - Paul Revere, and an Observation - Lexington.  The 4 wheel versions were in the 1932 Dictator Set and the 8 wheel versions were in the Oriental Set (1927-1929).

Here is the Oriental set; with eight wheels.  A previous owner of my set added opaque plastic to the windows.

4 wheel Lexington as coach and observation

4 wheel Paul Revere as coach and observation

I also have a 4 wheel coach that says Lexington on one side and Paul Revere on the other.
