No. It is a "saddle tanker", thus it needs make-up boiler water as the steam is used. A "fireless" engine would not have a saddle tank. Fireless locomotives are filled with VERY hot water from the steam power plant where they work. As the VERY hot water releases its steam to the pistons, the volume of the water in the pressure vessel gradually drops. The fireless locomotive then returned to the power plant for a replenishment of VERY hot water.
