They are a measure of the angle of the frog based on the ratio of how far apart the rails are as you get away from the point.  So a #5 means that the rails are 1 unit apart 5 units away from the frog point.  A #7.5 means that they are 1 unit apart 7.5 units away.  How long a unit is is in-material so long as you use something constant.  In real life you can just use your shoe (but we shouldn't be walking on live railroad tracks).  For O-scale, figure a 1/4-inch is practical, but use what you want.
