Atlas advertises this locomotive on its website, but says out of stock. I'm wondering if the C&O version was ever made in 3 rail?
i also wondered. If the sounds really sound like a GE? Can anyone vouch for this model, C&O or any other road?

Not as of yet. Atlas' shipping schedule stated the product was announced in Fall 2012, with an estimated shipping date of Fall 2013. To date no firm shipping date has been established.
Later Atlas products had Electric RR electronics with Engineer On Board, so I would assume that the sound package would be either a generic diesel or Dash-9 sounds (as this is all ERR offers in terms of GE sounds).

Engineer on Board (EOB) was a Train America Studios cruise control and used on Atlas engines until TAS went out of business a few years ago. Atlas now uses ERR products, and ERR calls their cruise control system Cruise Commander. I bring this up because TAS EOB and ERR Cruise Commander are different systems with very different operating characteristics.
Also, early Trainman U23B engines did not have cruise. I'm not sure if the new ones have it.
