I have a diesel PS3 module that I would like to put into a PS2 steam engine to upgrade its sound and add a quilling whistle. Is this possible?

No, the two board sets are totally different! Steam is a 2-board set that has a boiler board and a tender board. Diesel is a single board. The wiring harness in the PS/2 is totally different than the factory PS/3 steam, and of course the diesel wiring is different from any of these. You'd have to start from scratch, like building a new locomotive.
Forget about this particular mod. 
Get a PS-32 steam upgrade kit and used the PS-32 board with PR PS-3 Sound File to do what you want. G
