I was planning to upgrade my C&O M-1 Turbine using a steam upgrade kit only to learn the electronics and the speaker are housed in the engine while the tender tether is only used to control the tender lights & coupler. Given this, which upgrade kit should I use and how do I handle the tender?

I have the PS2 version of this engine and it's set up as a diesel. It may be a steam engine, but the running gear is more akin to a diesel. If you can find an upgrade kit it needs to be the diesel kit. I haven't had need to open the tender up, but all that's in it is the backup lights, rear markers, the proto coupler. On mine MTH used their wireless tether to carry those wires from the PS2 board to the tender, so your going to need some sort of tether.

I haven't upgraded that particular model, but I agree with Ken, sounds like the diesel upgrade would be appropriate. The only issue is, the PS/3 diesel upgrade is going to create quite a bit of work, and also require you change the lighting in the tender as it uses all LED's. The PS/2 diesel upgrade was perfect for this task.
I have done the upgrade long time ago. It is the diesel kit, which will be PS-3 with LEDs. So you will need to use LED on the tender. Normally you reuse that 4 pin tether, just make sure you tie LED and coupler correctly to tether. G
