The capacitor is a 2.2uf 50v cap. It is capacitor 10 on the board. I have purchased a new board from Lionel and I assume that the "exploded one" is a polar cap and the same as the 3 caps beside it . I am assuming it is a polar cap because of the cost difference between a polar vs non-polar capacitors although I am not sure. I suppose I can use a non-polar cap instead.

I'd use the proper cap, and it's very likely to be polarized in that application. Are you sure it's a 2.2uf?

I think you can read 2.2uf and 50 volts on the other 3 caps. I was also able to increase the magnification a bit to make it easier to see the numbers. I am not able to tell which of the "leads" is positive from this view.
Positive is easy, the big white stripe is the negative lead! 
Try dropping one in there and see what happens.
