I recently went through some old boxes and discovered a 20 ton Plymouth
switcher produced / imported by The Car Works.

The label has text for both On3 and On30, with neither of them marked to
indicate what gauge it is.

I take that to mean that the model was built with an adjustable gauge.

However, there is zero paperwork in the box indicating just how this is
done.

I wrote Stan but haven't heard back from him.

Does anyone know what the process is?

I disagree. 

Three versions of the Plymouth were offered, and all of them are printed on the box label, with an empty box next to each one.  There is a manual check mark next to the 20 ton version on my box.

The two gauges are printed in the corners at the top of the box, with no means to indicate which one is included.

If it was exclusively one or the other, there would be a selection box here as there is next to the versions.
