Would it be prototypical for an Allegheny to be pulling hoppers painted with Chessie rather than C&O?  I suspect that the Allegheny was retired before the Chessie markings came out.  What hopper markings would the Allegheny have actually pulled?  Any other road names involved?

No.

Absolutely correct. The C&O was done using ANY steam locomotives by about 1959.

What hopper markings would the Allegheny have actually pulled? 

C&O, i.e. Chesapeake and Ohio. 

Any other road names involved?

Occasionally some other eastern roads, however most of the coal being shipped to eastern ports was carried in only C&O hopper cars.

And the Chessie System came into being in 1972.

The C&O open-top hoppers were not repainted into the Chessie System scheme immediately, unlike the box cars and covered hoppers. It seems like the open-top hoppers were in service constantly during the 1972 to 1987 span of the Chessie System, meaning there were still classic C&O cars still around in the 1980's for photographers to catch on film.
