Given the passing of Joe Foehrkolb my recommendation is to sell the 3 rail Sunset H6sb and purchase the 2 rail version of the same model.  I've seen PRR H6sb models for sale at O scale shows and on the internet.  IMO you would likely be several hundred dollars ahead given today's labor rate for a skilled machinist that knows how to work on O scale models.

I agree with Ed.    The 2 rail version does show up at shows or online sales.  

however, if you want to pursue the conversion, a well known scratch builder is Rod Miller, who worked with Jerry Whyte and then took over the business jerry retired.    He is a scratch builder, so could probably do this work.     he is well known in O scale and often attends the March Meet in the Chicago area.   He is located in California.    Note that builders like this often have multi-year backups for projects.

In hunting for specific O scale models I recommend a want to buy listing on this forum and on the  OSCALEYARDSALE.  The latter is a no fee group focused on scale 2 railers selling to one another.  These are not auctions, and I’ve found the prices to be generally fair.  If you live within a couple of hours drive of any O scale specific show I recommend attending - even if only to learn about what’s in the market.  My personal favorite are the spring/summer/fall Strasburg O scale shows. The prices are typically below auction listings, you get to closely examine the merchandise, and there is no shipping risk or cost.
