I must admit to some confusion about this, but my basic question - if i crank the variable TIU input/output to 18 volts, can I operate a PS3 engine as if it were running on the fixed output channel?  In other words, are all of the DCS control functions still available to me?   Thanks, Bob

Once you press the "ENG" key, then select the engine.  Then do "Start up".      No need to go back to "TR". Your engine is running in "Command mode".  Leave the voltage where it is, 18 volts.

If you noticed as you scrolled up the voltage, Your PS-3 loco just sat there doing nothing. i.e. no headlight or sounds. That's because the watchdog signal is on and your loco senses it.

The only way to run your PS-3 in conventional mode is to turn off the TIU, but then you wouldn't be able to control it using the remote.
