The 4671 tender was never referred to as an Ives tender.

American Flyer and Lionel purchased Ives jointly in1928 during the Ives bankruptcy.  American Flyer did use the Ives 1134 boiler casting as its 4694 engine along with its matching standard gauge tender with Golden State plates on it.  However, per the Greenberg's American Flyer Standard Gauge book (pages 32-33), this tender was never cataloged with a number.

The 4671 tender that you show in your picture was introduced by American Flyer in 1931, so Lionel would never have had the rights to use the 4671 tender in the prewar era.
