Digitrax is a DCC control system which uses NMRA standard signals to DCC decoders from any mfg.

The short answer is yes.

However, you need to have DCC or DCC compatible decoders in each loco.    You can use any brand of DCC compliant decoder in the locos and the Digitrax system will control them.

I use Digitrax on my layout.   I have "Chief" 8 amp command station/Booster and a second booster.    I recommend getting the 8 amp systetm for O scale.

Most newer O scale, including brass draws an amp or sometimes less under load.     Older Brass from before 2000 can draw as much 2.5-3.0 amps under load.    So depending on hw many locos  you plan to run at once, You can decide whether one booster at 8 amps is enough or if you need 2 or more.

Say what? ( he says, with tongue firmly implanted in his cheek). That means they have STANDARDS that work across manufacturers! Wow!

Too bad the 3-Rail guys never figured that out.
