No, it's nothing more than injection molded plastic. It's a tiny finger of a spring, not much larger than the wire of a paperclip.

 

Yes, allows me to get one more car on each shelf.  Plus it has saved me from dropping stuff when the shelf was bumped or I catch something with a sleeve.  The caboose would have come off and fell on the tile floor if it had not been coupled to the locomotive next to it.
