I think the ProtoSound 1 reset kit (MTH part # 50-1023) should resurrect your F3. I had a Proto 1 SD-60 years back that needed a reset due to a dead battery and scrambled chip, except back then MTH did not make the kits publically available.

In terms of your 30-1166-1 Mohawk it has the early 5V Proto-Sound 2 system, which was replaced by the (better) 3V version and then ultimately Proto-Sound 3. Most shops (even MTH repair centers) no longer carry Proto 2 parts, but you might be able to find a similar locomotive to be used as a parts donor. The best option is to modernize the electronics with a Proto-Sound 3 upgrade kit for steam locomotives (MTH part #50-1911), which will require the removal of all the Proto-Sound 2 boards from the locomotive. The upgrade process is relatively easy, but also relatively expensive (kits cost approximately $200).
