Gonna take a flyer here - wouldn’t a cell phone still be needed to open the QR code to ascertain what the URL is? So, it still doesn’t alleviate the need for a device.

Yes, I used my device to translate the QR code, but because I’ve shared the URL here others don’t need a device.
It’s the same QR code for everyone so the URL will be the same. Just use your regular web browser. No need to mail something to them.
