ERR kit whistle/bell sound volume not controllable

I bought a Weaver PRR pacific steamer with ERR cruise and sound installed at an estate sale.  The engine had the TMCC ID number on the bottom of the tender, but the only switch I can find on the tender or engine is one to turn on/off the smoke (smoke hand written next to the switch).

When powered up, the running sound volume (chuffing/etc) can be controlled with the Cab2.  However, the whistle and bell sound volumes are not controllable and set at their maximum (I'm sure the neighbors can hear it).  I went through the manual on the 3rd Rail/ERR site and did not see a way to separately control the whistle and bell. 

The tender has the soft plastic screws for the TMCC antenna so I'd rather not try to open it without asking first if there is a way to lower the volume for the whistle and bell. Is there a separate control for them?

There is a potentiometer on the Railsounds Commander sound card which adjusts the master volume. You will need to get inside the shell to access it. Unfortunately, because this is a master volume control, when you turn down the maximum volume of the whistle/bell, it will also reduce the maximum level for the background sounds. At any given master volume setting, the whistle/bell sounds are significantly louder than the background sounds. Therefore, it can be very difficult to set the whistle/bell at a reasonable volume without rendering the chuff volume almost inaudible.

The Cab2 remote master volume works for all sounds but the whistle and bell.  In fact, I can turn the master volume off but it does not affect the whistle/bell volume.  Its like the whistle/bell are on a separate circuit set for maximum volume.  Greg mentioned the potentiometer on the Railsounds Commander sound card which adjusts the master volume.  Am I not doing that with the Cab2 remote?  Per Greg, it sounds like the potentiometer on the board controls all volume but the Cab2 remote only controls the non-whistle/bell sounds.

That's correct ,and that's how all tmcc Loco volume levels work.The potentiometer is for the overall volume while the remote can lower the background sounds.

Having access to the two volume levels  from the Cab2 is a Legacy" locomotive" specific feature.
