Of what size??  You're in the tinplate forum with this question, so if you're working with Standard Gauge, you might be looking for a larger-than-O-but-smaller-than-G figure?

 

Anyhow, go to the Scenery & Structures forum (Layout Building) and go to Dave Gauss' Scenery Sourcelist among the top group of threads listed.  About 2/3 down the list there's a heading "Figures".......a good start for your inquiry.

There are/were several companies which produce/produced figures both in lead and plastic that might be suitable for your needs.  Elastolin, Marx, Del Prado, Eaglemoss, JOHILLCO, Britians, etc. are some examples.  It all depends on what type of figure you are looking to buy and in what scale.  For example, if you want some detailed western figures in 1/32 scale and lead, Del Prado makes a line of Wild West figures that are perfect to go with the tinplate western towns made in the 50's and 60's by Marx.  Britians makes a variety of O scale circus, soldier, farm, cowboy and indian, etc. figures in both plastic and lead that might be perfect.  If you are looking for super hero figures in lead, Eaglemoss makes them and kids at train shows love them.   I recommend you go on ebay and run searches for what you are looking for such as lead figures, or farm figures, or cowboy figures, etc.

The Colber Corporation sold many figures in the early 1950"s along with their other accessories but I am not sure if they actually made them.

 

Later American Flyer had sets of figures which may have been made by Colber since they made accessories for AF for a while.

 

I have a few of the figures but are always looking for more. They had quite an assortment.
