Very good information, except the original poster inquired about "FOLLOWING A FORUM", and Not just a topic.  I'm not aware of any way to "Follow a Forum", however.

I am aware about following a topic. My question is about following an entire forum. 

Between your personal settings and notifications you can set a forum to notify you by email when someone has a new post. You can then follow the topics as you choose after that. There is also a setting for 'Onsite Alert' which I have never tried. Not sure what it actually does.

These settings can be accessed from your user name (drop down menu) on the top menu, farthest selection on the right, top menu. 

Not sure it will do exactly what you want, but might come close.

In your profile preferences, there is an option for "Notifications". Within that there is an option for "Primary Notifications". If you scroll down to "Forums", you will find a link to "Show Per-Forum Settings". In there you will find a list of all forums. The options for each are:
Instant Notification - I believe you will get an email any time a new topic is posted.
Daily Digest - you will get a daily list of new topics
Weekly Digest - you will get a weekly list of new topics

There is one forum, "Track Plans and Layout Design", that also has an option to "Include Replies", so be aware that you might get a lot of emails if you select that option. I use the Instant option, but then I also follow several members, so I get most of what interests me. Play with different settings to see which ones work best for you.
