Are you going to operate the MTH locos in conventional mode using the Legacy system?  Or are you asking about how to operate Legacy locos so they behave like MTH locos with DCS? 

For the former, the Legacy Powermaster and Legacy 990 system (handheld and command base) will allow you to use the Legacy system to control MTH locos in conventional mode and access many features using the Legacy handheld remote.  There is no way of operating PS2 and PS3 locos in command mode using the Legacy system.  MTH never allowed anyone to emulate DCS with any other system, so it's DCS or conventional only. 

For the latter, you just need the Legacy 990 system.  Newer Legacy locos can also be controlled by the free LionChief app and a smart device or the $40 universal LionChief remote if you don't want to spring for the entire Legacy system to start with.

In any case, you will need the Legacy set #990.  You can power the track with the power brick; Lionel recommends their TMCC lockon but it is not necessary.  Your question is a bit unclear.  Do you want to run MTH DCS from Legacy (you can't)?  If you have DCS currently, Legacy and DCS can run together.  How do you run your MTH engines currently?
