Looking at the pictures provided by Windupguy (https://ogrforum.ogaugerr.com/...-trains-in-the-water), and multiple newspaper clippings others submitted (thank you) my personal conclusion is that the photo authentic. My knowledge of real steam engines is basically nil, and even less so regarding a photographers dark room. However, the fact remains that the trains had to keep rolling regardless of what Mother Nature put in front of them. Move ahead with caution, slow and easy, an observer up front...and don't make waves. You guys add so much to this hobby - thank you. Better than reading the morning papers!
