The Tender looks like an early CLW (Central Loco Works) or Saginaw tender for a PRR H10 consolidation.    It is kind of a unque PRR Lines West Style tender.   It is a decent PRR tender depending on if the castings were cleaned up nicely before assembly.    It should be cast brass or bronze also.   Early ones were cast with a seam down the middle.   later ones were fabricated brass with lost wax details.    From the photo this appears to be a cast one.

The loco is obviously not like anything PRR.    To me it has the look of a Hines or Pierce Heavy USRA mikado.    The boilers on those were diecast but the cabs were fabricated brass in later years.   I think a late friend told me that he had bought a new fabricated cab to put on his, implying he removed a cast one.    It might be sand cast bronze, not diecast.  

The loco also seems to have a lot of custom detailing work.   It looks like it could clean up very nicely and probably look pretty good with a new paint job depending on how well it was sanded before assembly.
