Here's a little goodie I picked up in the plumbing section of Home Depot yesterday. It works the same as an original Lionel Standard Gauge wheel puller. The pin is the correct diameter for the axles. The only significant difference is the price - I paid a bit over eleven dollars, including tax.

Depends on exactly what you want to use it for. The pin mikes 0.128 or just a hair over 1/8". If your axles are bigger than that, it should work. I have no personal knowledge or experience rewheeling 0 gauge tinplate, so you're on your own. HD has a liberal refund policy and you don't have to destroy the package to get it out, so you can always buy it, try it, and return it if it doesn't work for you. 

I can attest to their value for removing stuck faucet handles

I haven't tried pulling any wheels with mine.

I have noticed people selling them as standard gauge wheel pullers.

 

I doubt they would work for postwar (or newer) "O" gauge. There probably isn't enough space around or behind the wheels to get the jaws on. Then there is the diameter of the pin. Since I have an "O" gauge wheel puller, I never tried.
