It could be a spy photo taken at that highly secretive Tesla "skunk works" research facility in the remote northern hills of New Mexico. I heard that they are working on a futuristic 500 mph train powered by his latest high energy low weight batteries. They are using sensor trac technology stolen from Lionel to guide the train as it hovers just inches above the rails. Plans are to eventually be driverless. They possibly may be having trouble getting test engineers to drive it.
