Looks like a conventional switcher.

This locomotive features dual motors, 8 wheel drive, Quadra-grip wheels, metal chassis, 2 operating lights, metal handrails, die-cast metal trucks, die-cast metal operating knuckle couplers, and metal wheels and axles.

Any idea as to how many cars this engine would be able to pull on a flat, level surface?
That depends on the cars Nick. It's not going to be a monster puller as it's pretty light and has the truck mounted motors, they're quite small. Obviously, it'll pull quite a number of modern cars with needle-point axles, but I wouldn't count on more than 7-8 PW cars, they have a lot more rolling resistance.
What would be a decent engine to pull about 8-10 postwar circus cars? Lionel or K-Line preferably.
It's not so much the maker, it's really the actual locomotive. If you pick a decent model from either brand with a bit more "heft", it should have no problem pulling at least a dozen PW cars. My Menards cars have a truck design just like PW cars, and have very high rolling resistance. Most of my full sized diesels or scale steam will pull at least 30 of those without any issue.
I have a postwar 675 and a 2332 GG1. I was looking for one with a circus theme that would do the trick.
K-line MP-15's are decent pullers. 8-10 cars should not be a problem. As John mentioned, they are a little light, especially over the front truck. I added some weight to mine to help keep the truck from jumping the track.
They are jack rabbits though. I have several and I have rewired the motors in series to slow them down.
I found a Lionel 4-6-4 Hudson with tender that is a circus engine. Would this be a better engine to use?
