FWIW, Brasseur’s Trains shows a replacement sign in stock under part number K42404-X001 at a cost of $12.00 (plus shipping). I have not had to try getting into the assembly on mine but I expect that it has small incandescent GOW bulbs inside wired in series. This structure had a slightly complicated wiring setup and was sensitive - especially the sound board - to voltage above 12/14.

Should have guessed it was parallel wiring and that the sign will pop apart. Hard choice for the OP what to do next but I’d open it up and test whether any bulbs need replacing and which ones they are.

I assume that the sound system as well as the lighting will run on DC - I have never tried that.
