You're already aware of Homosote (effective for sound deadening, but now expensive; cutting it scatters paper dust everywhere) and Foam Insulation (different colors have different properties;  blackboard insulation is more dense and will hold track screws better).

I covered the hollow-core door panels of my train layout platforms with "green grass" patio carpeting. It provides a uniform surface along with some sound deadening. I'm not a scenic-oriented guy, so I didn't plan to add mountains, streams, waterfalls, canyons, meadows, suburban lawns, etc.   The lighted structures and action accessories on my L-shaped layout look OK (to me, at least) on the carpet. Some pix attached.

I didn't inherit the "scenicmaker gene" in my DNA, but I salute those hobbyists who got it and know how to use it.
