I like to run more than one track/loop of trains at a time, not connected - usually an elevated and a ground-level layout, overlapping.  I recently got Lionel Legacy and one Legacy engine.  I have a ZWL transformer, so I can put power to both tracks and safely run digital/command-control engines on both.

Suppose I got a second Legacy engine: would I need to use a second Legacy base on the second loop of track?  Or could I use one Legacy base?  I guess another way of thinking about what I'm asking is: does Legacy operate through tactile contact between the wheels of the engine and the track that the Legacy base is connected to, or does it merely use the outer rail as an antenna to then broadcast a wireless signal that could be received by a second locomotive five inches overhead, on a different 18V AC track?
