Last summer I purchased a used Lionel PRR Legacy NW-2 #6-83388. Two days ago I was moving the engine from one side of the layout to the yard when I noticed it hesitate several times then continue on until I stoped it. When I tried to move it I got a blinking cab light and a lot of engine revolution sound from the engine with no movement. The cause of the hesitation was a thrown traction tire. Which I replaced. But I still get the blinking cab light and a lot of engine revolutions, but no movement. I reset the engine, but that didn’t help any. So any help and suggestions on what I should do next would be greatly appreciated.

I cannot say if this is related to your issue, but check the trucks for excessive play or even almost failing off when you pick up the engine. There was a batch of Legacy switchers from Lionel that had issues with the screws holding the trucks in place not being tighten from the factory. My SP&S had the issue.
If you are using a CAB-2 remote make sure the brake is not on. The display screen will have a solid dark blue line underneath the speed screen when the brake is on full, Some times it sticks so move the break lever up and down. It has caught me off guard a few times.
If you’ve found the cause of the stall (traction tire) then simply hit reset on the cab-2 #0 and that’ll reset the RCMC if it moved but blinks again stop and recheck the trucks. Do not continue to reset the RCMC as that can damage it if it still sees a high FLA
