I came across someone selling an led lighted "inspection track". Its a 5" FasTrack section with 2 leds facing upwards at each end.
i was wondering if this represents something actually used on a RR, and if so, how where they used?

Generally, railroads have their "lighted inspection tracks" within the diesel terminals, either outside and inside. I have also seen "lighted inspection tracks" at the car department's repair facilities. That said, there are usually a LOT more lights than just two at each end.
Actually on their eBay listing it gives the story for the LED Lighted 10" Inspection Track.
