Lionel 6-16649 O Gauge 3-Rail REA Boxcar

Hi I've recently bought a Lionel steam sound box car but all I can get out of it is the bell & whistle & a load of static. Looking at it is does not appear to have ever been run ,no marks on the wheels or pick ups.

Any ideas how to get this to work? Thanks in advance. James
