Where was this stated?

Unless I missed something recently it "works with DCS" just as any Base would, and has in the past:

1.) DCS Remote controls TMCC/Legacy -- Connect the BASE-3 to your TIU, via a serial cable, and the DCS remote will operate your TMCC/Legacy locomotives through it.

   and

2.) CAB-x App does not control PS2 or 3 -- The CAB-3 (App) and BASE-3 will not operate PS2 or 3 locomotives via DCS command, only conventionally using a PowerMaster, same as CAB-1/BASE-1, CAB-2/BASE-2, and CAB-1L/BASE-1L.

As Mike pointed out, it works the same as it always did with Base2.

If you think about it. If someone buys a $2400 VL locomotive, and wants a handheld that accesses ALL of the legacy features, what choice do they have?

Did the same thing.   Can’t find them now.  EvilBay prices are ridiculous, if they are even real.   It was worth $300 to me to get an extra 993 remote to work with the Cab3 if my original Cab-2 remote base dies.   Which I imagine wont be for a very long time.   But 800+?  No thanks.  I’d use the app.

I didn't  say it wasn't possible but go find the needed adaptor for the same price as a usb-a version... I have a dozen  or so of those just laying around.

Plus, who is still using micro-b? It's a dying connector. A usb-c connection would have made much more sense.

I never doubted the ser2 being able to acomplish this and by the time you even find the correct micro-b to serial cable, the ser2 is probably the cheaper route.

I recently picked up a v1.0 #990 Legacy command set.  Lionel gave me an RMA to upgrade it no questions asked. 

What exactly is the charging mod?

Good catch! These were completely removed from the website a few weeks ago.

I'm not sure what changed, but at least the $449 is more reasonable than the $650+ that 993s are going for on ebay.

I wonder if that's the final order coming from overseas, found US based stock or new production order based on higher msrp.

Being they are a major dealer maybe its a market test to see how much back order interest there is.  I would expect other L dealers to start listing for sale if this is new price level Lionel supply chain can work with.

Unless your **** bent on having the charging feature. It's just as easy to turn off the base charger and grab yourself an external charger with extra batteries on Amazon.

I never bothered to see if my base charger even works. I don't like the idea of leaving it on all the time. My base is unplugged when not running trains.

This seems like cheap insurance from damage caused by a power surge or possible component failure from simply being on 24/7. Especially  now more than ever. Since these bases are discontinued.

I just leave it on plugged into a timer set to one hour after using it.
