Rod is correct, ...that would get him the best answers....you can refer your customer to the owners manual and make sure the customer properly filled the smoke unit for the whistle,...also, make sure he doesn’t have a fluid bubble blocking the output.....sometimes all that’s required when that happens is a blow down the whistle smoke’s outlet to clear the bubble.....

The suggestions from Pat seem to be the simplest tips one could take without disassembling things.  One other seemingly obvious one, but perhaps not so obvious at the same time is whether or not the whistle steam switch is turned ON.  According to the diagram in the manual, it looks it might be easy to miss hiding above the rear of the trailing truck underneath the locomotive.
