Lionel air whistle problem

I have a modern Lionel air whistle tender from 2004. When I press the whistle button the motor runs very slow and no whistle sound is produced. When I hook up a 9 volt battery to the pickups on the truck the whistle blows fine with no problem. This is from a Lionel 2934 hudson. What could the problem be?

Whistle button failure or the MPS13 transistor is failing on the circuit board and not passing enough rectified DC to the motor. It is a $.13 transistor. G
