I have the SOO LINE SPECIAL set, but I have never run the SOO GP38-2.

What do you mean the directional lockout switch on the locomotive doesn’t allow for reversing? The switch itself doesn’t determine forward or reverse.
In one position, it allows for normal cycling of forward-neutral-reverse-neutral. In the other position, it locks it into the direction the locomotive was set for when the switch was thrown.
Are you saying the locomotive isn’t cycling properly when the power is interrupted?
Yes, the switch when set to directional operation does not take the engine to cycling. It stays in foreward only.
That gp38-2 will pull 25 cars, seem to be powerful enough. I only wonder how long lasting it will be. Seems to be all plastic gears and from the 1993 era Im sure the QC was not a consideration. Even the caboose that came with the set has trouble with the couplers.
You will have to open it up to look for one loose or broken wire.

I would like to have a wiring schematic to make sure the wires are all going to the right places. Hard to find on the internet.
Have a few engines from the same time frame with electronic E Units. When they stop cycling and go in one direction I replace the E Unit. Takes care of the problem. Have replaced them on a few of them type of engines. Bought the last E Unit from Trainz.

No schematic and the e-unit didn't come with instructions. I do have the Lionel number of the e-unit Lionel 10107-100 E-Unit/Conventional/Dc Mtr/6100107100x1. The E-Unit was about $20.00.
